That's not Ishtar... fact aside that the eyes are blue, the face is already too boyish to be Ishtar (Rin).
It's Fujimaru crossdressing as a woman. The name tag even says Fujimaru. I edited the tags already. Not sure if I got every tag related to this, so if someone can look over it again. Much appreciated.
