Loli tag in danbooru doesn't refer to age, but rather bodytype. And yes, the tag doesn't inherently tied or implied to the character but rather determined from the art in the picture.
Which means in one picture one character can be tagged loli and on the other they can be tagged as petite.
I honestly though it was going to be only yuri. Shigure finally got her wish 😭
That is something I've been curious about seeing some of the official art. There seems to be a bit of yuri feeling in some of the Shigure and Fraise art but maybe that's just my perverted imagination at work. I never got around to checking out playthroughs of the previous game so I don't know if this was something hinted at back then.
