There hasn't been a changed in the criteria for over 9 months now, at least according to the wiki page.
Imo, I would tag it 1other, unless I can see identifiable features like big, rough hands and muscular arms for 1boy and slender smooth hands and long nails for 1girl, but there's too little to go on here.

There's no reason to assume that's not a guy. It's the typical skin color of a faceless hentai man, and it's more likely for art about a "plap service" to be hetero unless there's evidence to the contrary. We are allowed to draw reasonable conclusions from what we can see, we don't need to see a penis to be able to reasonably assume a character is male.
