Oh God... I can see it now Mima destroyes some sunflowers in the fight, Yuuka gets angry and attacks Mima over it even though these aren't her sunflowers. Sunny and Luna let them duke it out and if they dont finish each other off the fairies pick off whats left.
one other thing.. not only the weather seems to favor Sunny and Yuka, but the terrain seems to favor Yuka. If she has empathy with the flowers (and grass, too), it could mess with the fairies' hiding abilities.
I surely hope the fight doesn't end with one person attacking from above, and the target being blinded by the sun as she looks above :p

There's no formal order, if I remember correctly; just a rough hierarchy. Yuuka is thought to be a part of the top tier. She could possibly be the most powerful of them all, but there's no real way to tell without an honest brawl between all of them.

From the start actually, but there is a twist. ZUN said she was the most powerful and dangerous character so far. The trick is most of the other characters that would be considered in the same group of power had yet to be introduced. I don't remember which game but she's also said to have obtained the ultimate magic.
So, while there really can't be a 100% sure answer from canon, she's as close as it comes.

Well, from what I see ZUN thinks of Yuuka very highly (calling her moe, taking her back to PoFV, saying she has the ultimate magic even he doesn't know about) and it's official that Yuuka is one of the two most strongest youkai in Gensokyo (the other confirmed top tier is Yukari - The Great Sage)
Yuuka is (one of) the most powerful in terms of raw power. However, she loses out overall against people like Yukari because her ability doesn't supplement her power at all.

Interesting thought. True it doesn't supplement her raw power, but it's an interesting thing to play with. Even the seemingly most useless power can be godmodded if you do it right. I'm just going to wait and see how this one plays out.
I could have sworn I read somewhere that Zun placed Yamaxanadu at the top of the list in any outside danmaku fight.
But when it comes to Yuuka she has easily the most fickle characterization within the games themselves, in a series known for having a fickle canon. And then common fanon alters her much more than anything Momiji, Shou or the Yakumo's have ever seen, hilariously enough in the exact opposite direction.

"Secret plan"...? That practically guarantees that their defeat will be by Yuuka and/or Mima using the effects of that plan against them...Especially since this is obviously the first Luna has heard about it.
It would either result a win for the fairies because of friendly fire after Mima fired a twilight spark fairies dodged it hits a sunflower Yuuka gone mad fires double spark at Mima or Yuuka doesn't feel the sunflowers because they are fake and just blow the fairies away
Well, the whole idea behind "Shikieiki is the strongest" is because she's a Yama. Basically a judge from Hell that reads your life, control your fate whether you go to Hell or Heaven or reincarnate. Yama is one of the most important "guys" that listen to none below Heaven King, so Tenshi is definitely below Shiki by a long shot, and Yukari, a youkai, is even lower. The power in this area is quite vague you see, in some tales, it's the "rank", and the Yama actually have some powerful fighting ability. In other tales they're just a boss who talk a lot but can't directly hit you.
This is some example of Yama over time: - An office guy who wet himself when powerful youkai who doesn't like dying appeared. - A badass judge that strictly followed the laws no matter who the offenders are. He put a death sentence on an Emperor (Heaven King's son) and nobody could do shit to stop him. - A super powerful guy that controls Hell, beat the crap out of one Celestial when this guy fought off a shinigami and dragged him to Hell himself. - A lazy fuck that sleeps on his paperwork, and sends people to places by judging random facts.

In hisouten you can only chain combos in the ascending order: melee, shot1, shot2,command moves(special attacks) and spellcards(aka specials). Blue sky weather in the game gives this effect: "Special attacks can be canceled into other special attacks. Every special attack canceled into only costs half a spirit orb." this weather makes china and komachi melee combo owners (ingame opinion).

as far as power goes I think GODS(Kanako and Suwako) are still at the top(provided that they have faith since they can't exist without those)...
i believe shikieiki would lose to those with hourai in their veins since "they dont die even if theyr'e killed" i think it goes in if they were 1 on 1 no rules hourai's >yama>yukari>suika>yuyuko >reimu>mima>okuu(if smarter shed be higher up)>ran> flan(unpredictable yes most powerful no) > yuuka >remi> kanako> suwako>koishi>marisa>sanae
Being immortal doesn't mean they have powerful offensive attacks. The same for Reimu's Fantasy Heaven, which is the most powerful defensive skill (run away) but not strong to attack. Yukari's ability is too vague. You can't sense Koishi doesn't mean she can kill you as she pleases, like a knife can't pierce through a tank, even if it's invisible. Yama's are immortal...also immortals can be exhausted and broken in spirit.

Sikieiki cannot judge those with no afterlife. Then again her judicial prowess isn't what we're talking about. Sikieiki is a Yama, and above that the exclusive Yama for Gensokyo. Her power is above anyone else in the setting since she is the one who bears judgment on all. Yukari, Yuuka, Mima, Reimu, everyone who has an ending will see her eventually.
Except Kaguya, Moku, Erin and the faeries.
And between those three Houri Immortals, Erin is clearly the strongest, having been the personal tutor for the Watasuki sisters and being one of the founders of the Lunar capital. Kaguya is the second strongest, and in third place is Moku, she's the EX boss, but that's because her power is by definition more powerful the Kaguya's but less refined and not as under control.

i can hardly say how QQ i am about shiki being able to beat yukari in canon. Gap hag #1 :( Now if we replaced canon shiki with bkub shiki I would be totally cool with it.

The idea that Eirin drank the elixir too is very popular in fanon. I guess the idea behind that theory is that if Eirin felt obligated to babysit Kaguya, she'd want to guarantee that she'd always be able to.

or maybe that her FinalA's Last Spellcard in IN *represents* Hourai Elixir, or can (to very few people) be interpreted as Eirin being actually killed and revived by Kaguya or the elixir. These people didn't consider, though, that only because you can demonstrate medicine, it doesn't make you an user. Like Eirin's nightmare-inducing medicine in StB (which is featured in BAiJR iirc), which comes later, though.

My prediction? The fairies alter light and sound so that they resemble Yuuka and Mima in appearance and performance, who are tricked into suspiscion. It still fails since those two have known each other for a long time. As far as potency goes, I have it like this: ZUN > the Dragon > Yama (outside of Danmaku) > "Native Gods" and "Celestials" > Yukari (and Reimu when on-duty) > Yuyuko, Yuuka, Mima, Suika, Flandre > and so forth.
When I read Sunny's line I read it in Baldric's voice "I have a cunning plan!"
