Yeah, but there's not much of a market in Japan for Western-made games on the PC. Some compatibility issues have cropped up due to the regional settings, which can make Western-made games a hassle to use on Japanese PCs. Gaming consoles don't have that problem; if the software was regionalized correctly, then it will work on its intended console.
Furthermore, thanks to things like Idolmaster and (the original version of) Tales of Vesperia, the 360 sold suprisingly well, and this opened the Japanese market to games like Oblivion, Halo, Half-life, etc. The 360 is still a niche system in Japan, but it does have its footprints there.
