it just doesn't make sense to me seeing how Madoka made it so there can't be witches anymore
Do note that Chinchen said that Homura had the power of witches, not that Homura was an actual witch. An abnormally long life as a magical girl, holding despair at bay through sheer force of will, could do some interesting things...
