    It is pretty cool for things that move on land to work a bit when their bottoms are partially submerged...but is this actually...safe? There's a school of fishes right there, even.

    Because adding water resistance is a good idea. Also, that's an electric train, it probably costs the city a fair amount of money to be continuously electrifying the water.
