Or she's tired from lack of food, in the 1st pannel you can see her cheek bones like she hasn't eaten in so long she lost weight. Starvation can be exausting hence the less active Sukia seen here.

Actually I meant on Reimu's Extra Stage dialogue, Flandre mentions she wanted to go to her shrine with Remilia but couldn't because it was too rainy.
