A recent subplot in the overarching narrative is that the Golden Throne has been so obviously worn down over millenia that the top brass actually made peace deals with multiple Eldar factions in a desperate attempt to learn a way to fix and upgrade the thing. There are currently Dark Eldar Haemonculi just fucking around in Terra on the High Lords’ dime in exchange for a few lessons on their soul surgery techniques.
