So in actual gameplay, suppose you do give diglett a balloon (or just have a flying pokemon) and have it use dig, does it no longer take the double damage from earthquake? Is it...'digging' through the air? At least in diglett's cas,e you could argue that it's digging through the chunk of earth attached to it...
Cheat, use action replay and teach diglett fly! and for those who got RBY, do that and play pokemon stadium, sure normaly it just showed the normal standing pose for pokemon that shouldn't learn fly but I never tried it with diglet to see what they did for that since they probaly didn't expect ppl to rip digletts out of the ground...

I've tested this against Gligar. Even when it's digging, because it has the Flying type, it's still immune to earthquake. No idea what it could possible be digging through to accomplish this, however... [/tangent]
