After staring at it for all too long, I don't think the eye guy here is a named character. It's most likely a reference either to Sayo's introductory scene in Library of ruina where she torments and dismembers a pair of former nest residents, or to KK ish's lines where she talks about missing "cutting the tongues out of those who thought they were hot shit".
