Why Raia though? I thought Mami was associated more with Scissors.

mami is scissors by death but more like raia who was like a big brother mentor to shinji as she was to, well as a big sister, to the other puella magi with the exception of homura

Personally, I think Mami had more in common with Kamen Rider Tiger.

As far as I know, Mami wanted magical girls to work togheter and stuff, and cease fighting each other. Just like Tezuka wanted the same from Riders.

It was more in line with their mental state when they're pushed so far. Mami killed her own friends when she realized the truth of being a magical girl. They are also both a little desperate to be accepted.
