Madoka may not be a magica like the others but in ep 4 she does do something. 10 reveals WHY she has no development. 6 she makes Sakura and Sayaka stop fighting, although indirectly. Shes there for the others in their time of need, 3, 7 & 9 demonstrate that despite the danger she always puts herself in.
