Why does this have the "yuri" tag? They aren't doing anything at all. Two girls in a picture together hugging does NOT mean that this is yuri (and conversely, two guys hugging does not equal yaoi). This is just friendship here. If anything, Yukari seems almost motherly in this picture. :\ If they were naked, I could see why the tag would be necessary, but they're not, so it shouldn't be tagged as such.
