That's a brand new meme, "チルノ(29歳)" ~ "Cirno (29 Years Old)."
On February 22nd of 2011 Nippon Television broadcasted a variety TV program by the name of "Super Modern and Contemporary History! by Sanma & Tokoro Part III" In a scene titled "Modern Akiba-Kei Otaku", 5 cosplayers got on stage and danced wildly. One of those people was a chubby man cosplaying Moriya Suwako, with a caption over his body that said "Cirno (29 Years Old)" (In this case, Cirno is believed not to refer to the character in the game, but rather the nickname of the cosplayer himself).
Japanese people who viewed that program started posting various opinions on 2ch, blogs and Twitter, such as, "People are going to get the wrong idea about otaku again," "Our beloved Cirno and Suwako have been dishonored," "This isn't the Suwako I know," "I was watching the program with my dad and he said to me, 'you mustn't ever turn into that.'" Many parody images of him and the character were then uploaded to Futaba Channel and Pixiv with the title or tag, "Cirno (29 Years Old)."
