There may be another reason. The Downfall meme, as mentioned above, also exists in Taiwan--but in there, Hitler is made into a lolicon otaku.

That's more complicated. Mami stole Hommura's time-travel device, went back in time to kill Hitler (Charlotte went back, too, stowaway) She portrayed herself as "Aryan" to gain his trust and have allies against Charlotte. Now, after he helped her killing Charlotte, she's gonna kill him VERY soon, when the moment is right.
