Yeah, I'm not so sure about that chief. Looking at the games she was actually in, and then comparing her official art and model to other female trainers in the game, it honestly just looks like she has an average bust that is not quite as noticeable due to her dress. In fact, that she has any noticeable bust at all in the official art style is a dead giveaway that she indeed does not look like the canon column shown here as said art style (at the time) doesn't really allow for obviously busty woman; its all purposefully made vague in regards to levels of endowment for obvious reasons. A clearer model to draw from is the Pokemon Master's EX version of her, where there is at least an attempt to bring some level of consistency to all the different generations' art styles, and comparing her to the other female trainers in that game, while its clear she doesn't beat the biggest like Melony and Fantina, she's at least at Cynthia and Skyla level, which is barely enough to be called big in my opinion.
