Nothing really. As far as I know it is served as a refreshment when you got back home or went to a barbershop. It's quite refreshing really, when you wipe your face with a hot wet towel. I tried it myself and it feels great.
An "Oshibori" or "hot towel" (in english) usually gets served before you eat in a bar & restaurant in Japan and in Japanese bars & restaurants all around the world. You clean your hands with it before you start to eat. In Index, Itsuwa serves Touma a hot towel before every meal. Apparently, it's a sort of plan of hers to get closer to Touma (Don't aske me why she wants that or why she's using this kind of strategy, cause I honestly don't know).
