God, I know that kind of weather all too well. The city where I live in California can miss rain when the rest of the county can get the highest recorded rainfall for a century.

Californis is the land of bizarre weather after all.

If Kogasa's real power is the ability to manipulate the weather (and can control it) she sure can surprise people with it.

Welcome to California. Freezing in the morning, cool during the day, windy in the evening, and raining by midnight.

And occasionally it's not in that order.

Hell, in San Diego(which is on the coast next to mexico) we can have freezing weather one week and the next we can have a summer heatwave. Also, around June the weather tends to be overcast a lot, and is called "June gloom". I fucking hate June gloom.

Oh, yeah, that was in January, mind you the "freezing then heat wave". Forgot to add that.

I know! When I was a kid, my mom worked in SF and our house was around san jose. Frequently she would come home and say that it was raining when there wasn't any where I was! Now I live near SF so if there is a storm in CA usually it rains where I am too.
