ehh it's more of a language thing imo (unless there is a strike witches scene that has this exact joke. I'm not familiar with the material)

I mean "pants" is what brits call underwear, while pants-pants they call "trousers"

I am also of the opinion that the english used in this is not egregious enough to warrant the ranguage tag

In Strike Witches, none of the characters wear anything below the waist except underwear, but there's a running joke that "They're not panties, so it's not embarrassing."
It might have been a Strike Witches reference if Konata had said "this is not pants" but as it is, the joke just seems to be that in Japanese "pantsu" has the double meaning of both "pants" and "panties."

    I think it's more a British English/American English thing.

I'm pretty sure it's a japanese language joke. Where as they say pantsu for pants and pantsu for panties.

As Tycho from Penny Arcade once said: "IM THE KING OF NO PANTS"
