As far as I am aware, It's actually over 14, so 15+. It's a bit of a weird area that most legal systems in Brazil examine on a case-by-case basis.
The law says it's okay, but mostly everyone backs off the idea because if to become a legal adult you need to be over 18, so why is sex allowed? I'm not an expert on the matter, though, so please correct me if I'm wrong.

Age of consent is the age a minor can legally consent to having sex with another minor, or someone within a few years of age. The law mostly exists to prevent horny teenagers from going to jail for being horny teenagers. Despite constant misunderstanding of the law, it does not mean an adult can legally sleep with a minor.

This is only half-correct. The age of consent, as its most commonly used, refers to when the person is legally considered competent enough to be able to engage in sexual activity. Unless the age of majority was used to decide how to set the age of consent, it's not really relevant from a legal standpoint. It is still possible for the unrestricted age of consent to be below the age of majority. What you're referring to are exceptions to the age of consent that take into account age and power differences. They certainly do exist, but they are not considered the baseline.
