Acually, if you played the game this is from (Viper) you'd know he isn't on the dog, like stated, but the chain leash is attached to her - his 'slave' as a spoil of war - and he's letting the dogs fuck her. It amuses him. :)
I k im very late but i think veloce and diavolo was trying to get these people (seiki) pregnant with their race to create a child that will bring peace and unite these races! So not just for amusement lol
