I don't know if it's the framerate or something with to do with how it's animated but her movements give me such an uncanny/creepy feeling seeing her move.

Yeah there's something about her eye movements, and the way she licks her lips at the end, it doesn't seem very human. Almost like a lizard with how her eyes roll around and look in varied directions while blinking weirdly along with the lip licking.
