Since when? If I recall correctly, Jessie doesn't wear ANYTHING under her boots, or why in the one or two episodes where Jessie is shown in uniform but with her boots off (I seem to recall one in a dojo or something whne they were mopping down the dojo floor) she suddenly looks sorta naked.
