So this is referecing a particular Monogatari Series Nicovideo MAD video that came out a couple of days ago (https://www.nicovideo.jp/watch/sm44065249) that combines two old roughly decade-old memes:

• Kojima Yoshio's Sonna no Kankei Nee comedy routine
• Sengoku Nadeko's "Renai Circulation" opening from Bakemonogatari (along with Hachikuji Mayoi's "Kaerimichi" and Araragi Tsukihi's "Platinum Disco")

The artist here took things further putting Nadeko in her "Bloomer Nadeko" form from this year's Nademonogatari, but switched the outfit to the very similar speedo that Yoshio wears in his comedy routine.
