But what I just realized after seeing this picture was that there used to be a period where there was always at least one Flandre art on page one of the highest ranked every day, regardless of what media was most popular at the time. I wonder when that stopped?

I think it's just Danbooru's growth. There's a lot more art that isn't Touhou compared to previously, a lot more users that aren't predominantly Touhou fans, a lot more coomers. Touhou just didn't have as much competition as it does now.
