If memory serves me properly, Ai-chan has a tradition of going to the beach towards the end of the Summer, so it's likely that's where they are.

It seems as she points out, if that safety isn't properly "placed" it won't work as the girl's big boobs will throw her out of it due to weight.

Yes, you're supposed to tie the waistband tightly below your ribcage, boobs or not, fat or thin, to prevent it slipping upwards and choke yourself.

The chest strap for the life vest was over their breasts, which means there's a significantly higher then zero chance the preserver will simply slide off. Volly-bu is advising them to clasp it under their breasts since the overhang will prevent it from moving, also push the breasts up making them more pronouced.
