JAF to raise recommended child seat height to up to 150cm following numerous accidents (Japanese)

Given the short height of Journey (and several other umas'), it would seem to mean she would be needing a child safety seat by that logic despite being a teenager.

The average height of a Japanese woman seems to be around 159cm. I'd assume this could affect quite a lot of people.

Wouldn't it be safer to mount the safety belts lower to avoid strangling?
