What I don't understand is why Suika is the red one and Yuugi is blue. Isn't the blue supposed to be the most level-headed, which is everything Yuugi is not?

Suika cannot fill that role herself, so they probably just flipped a coin.
Turn about is fair play after all. Then again, after having enough beans thrown at you enough times, the odds of snapping are just a matter of time. That...and being the only two onis (so far) in Gensokyo they've probably been showered with soybeans so many times they've probably developed an immunity towards them at this point. They are two of the four great devas of the mountain after all.
