I don’t have any definitive proof, but I’m like 99% sure that the artist is shino_(eefy). According to this website, they made art of Chii on May 24th 2005, the same day this was posted. They were known as Reverie at the time, and looking at their art on the internet archive (which frustratingly only archives to April of that year), the art style is the same as in this post and post #209391

I don't even know how you even started to put the pieces together but I'm glad you did since there's so many no name art on here from when danbooru got started so it's nice to finally have a name for one of them. Truly amazing detective work. .
