Patchouli is mistaking being sheltered to a point you're barely sociable, to being a downright idiot.
Flandre might've been isolated a lot and it screwed up her social developement, but it seem her intelligence didn't suffer too much from it.
(Don't mind how studies prove the correlation between social contacts and intelligence, this is just a Touhou comic.)

Yes to the proving and, above all, standing reality about that correlation generally ,relatively, without or insufficient other positive conditions and/or correspondence correlation yes, but No to universally neither absolutely nor other enough positive conditions and/or correspondence.
P.S. Moreover Patchouli thought comment could really be not referring to her intelligence or capacity or adaptivity and be a mix of a positive-neutral-negative outlook along the lines of " both off-scale and off ".

    These are...
    Magic golems!
They're coming out of Flan's book, so...
Did she figure out how to summon them?
...She figured it out just from leafing through this basic magic primer?
I guess that's one more thing to add to the list of things off about this girl...

    Hey, hey,
    Look, look!
    Patchouli.
What the heck are these things!
