Danbooru is a Japanese-themed site. Overwatch is an American copyright, so it would need to be drawn by a Japanese artist to be on topic.
1. Danbooru's main focus is on anime and video games, but we do have tolerance for other content. And the artist's nationality is completely irrelevant.
2. There are no Overwatch characters in the image. There are many characters from Western copyrights, but also a few from Japanese ones. But even if it were 100% Western, that's not necessarily a dealbreaker, especially if it's drawn well.
3. Given your upload history, it's obvious you're just trolling. After all, going by your own words, your early Sprunki uploads are 100% off-topic. And going by the actual definition, they still are.

Anime is animation from japan, but that doesn't mean the artists from Danbooru have to be japanese, also there's western cartoons that have at least a tag/post here.
