The girl definitely looks like she was generated with Pony. Look at the front bow on her dress, that break in the line on the hem of her skirt, her uneven hair vents and the way her lips and tongue melt together. The fingers also look suspect, but so do the ones on some of the artists pre-SD works.
I'm pretty sure the background, at least, is man-made. The artist's pre-SD pieces show they've got a knack for them.
