As for panel 3, apparently it is parodying the first impression Rei gave when he worked as a bodyguard, "With a gaze that does not look like someone who'll help."
Lastly, the full quote that the title parodies is てめえらの血はなに色だ! (What color is your blood!?), a popular line said by Rei in his anger.
