After looking at Gallagher's works again, it looks too close to not be his. Also, seeing as eye color, skin color, hair color are different I believe it's easy to say this isn't Kanade/Tenshi.
I never thought Fred Gallagher drew saucy stuff. It does not seem like his style. It is his style of drawing but not his style of subject, and the eyes do not quite look like Fred Gallagher eyes. It is just a little bit off. I think it is a very close copy but I do not think he did this.
