yeah, you'll notice that witches like anbuki tomoko wear the special witches uniforms (i guess they function on a higher level than the standard witches uniforms) that are made especially for the front lines. they also have retired witches who test out the uniforms and equipment, so long as their magical power is half-way decent after they hit 20. like kuroe ayaka for example post #679085 who also wears a special uniform.
