When I looked this up on pixiv, most of these "Wendy captured by Dragonair" pictures are requested by the same person. Yes, I am not kidding. Look it up, there's even a special tag made for it.

The tag is called "ウェンディがハクリューに巻かれてるpixivリクエスト受注絵". Or roughly in English, "Wendy is wrapped around by Dragonair, a pixiv requested illustration".

Not sure about that, though. But there is definitely a tag for it.

It's called "時津風がアーボックに巻かれてるskeb受注絵", or "A Skeb commissioned drawing of Tokitsukaze being wrapped up in Arbok", in English.

Can't really tell if it's the same person, but they do have a rather strange fascination of it, don't know why.
Not all of them are commissioned drawings, and most of the commissions are all done via Skeb, anyway.

Apparently not. This commissioner speaks English and state in his profile that he's in Mexico, while the Tokitsukaze/Arbok commissioner seems to be Japanese.
