this is very funny and ironic to me, considering ive just recently started playing pokemon diamond again and she just game me that HM07 today, maybe i should go back to see if shes still alive...

Well, in Gen. IV Waterfall is a physical move (opposed to Surf's special) and has 20% chance to cause flinch. So it becomes a good STAB move for fast and physically powerful water pokemon like Gyarados, who does crap damage with Surf despite the power difference between moves.
