Why would it be a character tag? Ceasar's Legion is a group, not a person.

For the same reason that there's a tag about the Eremites called eremite_(faction).

Yet Adeptus Astartes is a tag despite being an organisation. Or really, any wargame with factions.

It's never been clear how that tag was actually intended to be used, but that tag would be best used to tag the generic members. In which case, it makes perfect sense to be a character tag. Caesar's Legion is not being used that way, so it makes no sense for it to be a character tag.
