No, it's implied that Naoto is bigger than expected and she just hides it well. At no point does it imply she "beats everyone". And in case you're interested, Naoto is supposed to be the second biggest, followed by Rise. Yukiko has the smallest.
I'm seconding the [citation needed]. Rise seems like the natural choice for biggest bust (hence her surprise upset by Naoto) and busty just doesn't seem to fit well with Chie's tomboy image and her fear of being unfeminine.

Eh, since when? Canon never goes into much detail about this so there's no real right or wrong answer. But I know the fandom more or less seems to accept bust size from largest to smallest: Naoto, Rise, Yukiko, Chie. (Though sometimes I've seen Yukiko and Rise switched.)

Iunno, going the best I can (Bikini thing would be easiest to tell with, but Naoto doesn't have one of those.) going by the towel thing, It looks pretty even with Rise actually looking the smallest. It honestly to me looks like Yukiko/Naoto, Chie then Rise. Chie's probably my favorite but she certainly doesn't look the biggest, going by towel or bikini.
