I think there are those that consider it a nude filter (and/or as bad), though as far as I'm aware officially if the character wasn't clothed to begin with then the image isn't a nude filter but simply a uncensored image (the photoshoped or similar type of uncensoring, which isn't outright banned, but usually will get rejected from the mod queue).
It looks like both the vagina and nipples were added to this image, though I could be wrong about the nipples. I am aware that the bound volumes we supposedly more revealing than the chapters in the magazines.
This new toloveru has the nipples even in the magazine version, something to do with which ever magazine it's in now having less censorship. The only thing added in here is the vagina which was hidden by a little wisp of steam.
