Yeah I don't think thats Cammy, no hallmarks other than the cowlick and hair color. No scar, not that you'd likely see it there with junk in the way. Nothing of her costume to make you think it was her. Giant boobs aren't normally associated with her either. Also I think Cammy has blue eyes.
Though I could be wrong, either way though, awesome pic!!
