That's Sol from Guilty Gear. usually in pictures with Ragna and Sol, Sol is a mentor of sorts for Ragna, seeing as they're both unlucky protagonists in their respective series, Rags more so than Sol though.

And god help him if he gets into a Type-Moon VN, especially seeing how his only potential love interests would be; A girl who looks just like his sister and works for the government he vowed to destroy brick by brick, a catgirl who we don't even know what her face looks like underneath that mask and is about as bright as a sack of hammers, a gothic lolita vampire who's age broke the four digit mark a long time ago that insults him regularly and makes vague statements, a yandere robot girl with a firm desire to destroy the world (who ALSO looks like his sister), and possibly Platinum, a magical girl loli with multiple personalities floating around in her head. And seeing how several plot points with the first girl turns out, makes this alot more disturbing.
