Cuz she's thousands of years old, enough for people to call her "old hag". Fandom has reached the point that her being 17 isn't what she seems to be. Now she's canonically depicted as a woman.

It was a joke, smart one. Like saying "How dare the put Cirno in the weakest enemies! SHE'S THE STRONGEST!"

Problem with that is Cirno legitimately IS strong. She's able to handle her own against Marisa, even when she was holding back. Enough to where Marisa said she could've been a lot of trouble.
