I always did wonder if they ever had escorts when they're in public. Even for a Strike Witch, there's always situations where a bodyguard can be helpful...

My interpretation is that those are all the male soldiers (since they wear black), and they're trying to stay out of sight (since they're never seen unless they doing something important for the scene.)
