Actually this pic is from a doujin by Cyclone. Basically Jail won and brainwashes the all the Strikers to become cyborgs. Nanoha is the last one and she steadily being broken.

Same way Ginga got brainwashed in Strikers, they stick them in a tube and next scene they are wearing the same skin-tight suits the combat cyborgs wear. Fate admittedly looked really hot in one.
