Well you never know; in ''Teach me, Miss Litchi!'' episode 6, Valkenhayn says that Tao is wearing a sort of mask. So there could be a slightly different possibility in the mask/shadow theory.
Except that there's overwhelming evidence that she's not wearing a mask. It's a stylized way of showing that we're not supposed to know what her true face looks like, and they explicitly state in-game that her face is concealed in the shadows of her hood.
Hint: Masks don't change facial expressions. Oh, and at one point, we see her yawn, and her mouth opens wide, revealing a mouthful of sharp teeth and a tongue.
Masks might not have expressions, but faces don't change into those sorts of expressions. The whole thing is incredibly stylised, it's more like a catalogue of emoticons than a face or a mask, so it's kind of beyond any kind of logical interpretation.
