The skaven worship their own god called "The Great Horned Rat", who for a long time was on his own side because nobody in their sane minds would ever ally with a skaven (even themselves). But during the End Times and onto the Age of Sigmar the rat ended up joining the side of chaos by taking advantage of the missing Slaanesh, so the remaining 3 gods decided to let the shitstain in so as to gain his entire army of rats and to fill the void left by the missing Prince of Pleasure, tho they still despise him to no end and see him as a temporal tool they will get rid off as soon as they can, with the followers of chaos thinking the same thing; the rats doing as the rats do and not feeling like they're part of chaos but they are when it's convenient yet they will betray them when the chance presents itself and kill every other rat but themselves and so on and so on... in short, being skaven as usual.
So yeah, it wasn't chaos but now it's chaos yet at the same time isn't.
