Money is on fan-made. ZUN doesn't seem like he'd pull a "There's suddenly a 4th member" move to the Fairy Trio... and the name kinda sounds uncreative with that in mind.

Well... Sugar Satellite sounds like it's trying to be similar to the trio's names.

Well, with a title like Great Fairy Wars, it seems reasonable that faries other than just Cirno and the three could get involved.
On the other hand, something about her seems fan-made; I think it's the name.
We'll find out in a week.

Lest we forget we ended up with Hatate awhile back, seems reasonable there will be somebody new in it. Not necessarily Sugar here though.

I think she is fan-made but that won't stop me from liking her.

The video ends with an old fishing poster that says つれた, which, in the modern vernacular, basically translates to "you got trolled". It's unquestionably a fan-made character.

I thought ZUN wasn't doing the art in this game. So that video would mean he actually is, or they suddenly changed to his art style.

Hm.. She's just a fan-made character I guess. She's not on the touhou wiki website under the characters..
