Vega is their original name in japan, capcom america change the names of the bosses for evade possible legal conflicts with Mike Tyson for the great similarity of M. Bison with Mike Tyson.

Japan Names

M.Bison - Boxer
Balrog - Claw
Sagat - Sagat
Vega - Dictator

Not only that but the "M" in "M. Bison" even stands for Mike. That's the name he went by in Streetfighter 1.

Actually, SF1 Mike and M. Bison/Balrog/Boxer are separate characters.
